I think the difference you are talking about is more on feel than ultimate numbers.
When younger I had quite a few two stroke dirt bikes including some dedicated MX bikes. One was a 400 or 450 Maico two stroke. It was a single and as vicious as anything I have ever ridden. Kick it into life wrong and it would try and break your ankle, hugely tall but light and low geared it would wheelie off the throttle in gear after gear when in the narrow power band but ran into a wall above and was gutless / would barely run at all below. When we sold it the bloke who bought it asked for a test ride first. We took it to a concrete farmers track, started it for him, he got on, pulled away gently, changed to second and pinned the throttle and looped it in front of us. Under bend it you bought it it was his but he was so excited he would have bought it anyway!
In every measurable way that Maico was crap. Probably had less than 50 HP and none of the numbers would impress but riding it scared me more than any other bike before or in the 20 years since. Extreme power bands make the throttle feel like and on / off switch and there is something about the noise as well.....
Strangely the SSD has a little of the two stroke magic to it, when asked what it’s like I often answer that it’s like a grown up better specked 350LC
