PM's in Outbox

Can one of the Administrators or Moderators explain why it is that some PM's get stuck in the outbox and what one has to do to send them.

Is the trigger the fact that the receiver logs in?

I've noticed the same problem...

They sit on outbox until the recipient reads them. Then they move to sent.
