whats this blocked pipe RC8

Anyone have any idea what this pipe is in the photos below
why is it blocked and should it be blocked?
also, fuel overflow has a T piece , one pipe going down to the front of the bike and another exiting onto the exhaust!! is this standard?
bought a demo model with quite a few issues

I think I've read something about this on the KTM Forum but can't remember what it's purpose was, not much help I know but maybe if you post up over there in the RC8 section somebody will have the answer.
