did i over tighten?

i installed the bar risers, and when i took the clamp off the bolts weren't tight at all.

i re installed the newly supplied bolts that came with the risers and cranked them down.

now im getting way more handlebar vibration. are those bolts supposed to be loose to help with the vibes?
