So my seat lock is frozen, I can get the key about halfway in then it just stops. No amount of wiggling, jamming, turning, slamming, cursing, and whisky has fixed it.

I'm going to get a spare key made just in case my current key breaks, is my only option a lock smith? I've tried blowing it out with compressed air to no avail.

Luckily it happened with the seat off the bike.
Try a heat gun or a hair dryer
WD40?

Jiggle the handle ... Oh wait, nevermind. That's for something else.
Fixed: Took my blank key put it as far in the lock as it would go, stuck the assembly in a vice and smacked the blank key into the mechanism with a hammer.

All the pins seem to be free now.

" but I don't want to have to do that every time I need to show the authorites my insurance and registration."

Just put your license and insurance card in one of those California fishing license holders and pin it to your sleeve, saves time
