Standard bulbs are 21W so 2 = 42W. assuming 14V running voltage that's 3 amps so R = V/I (or R=14/3) = just under 5 ohms. So if you fit 1 x 5 ohm (100 watt) resistor or 2 x 10 ohm 50 watt resistors per side you should be fine.
Bear in mind these will get quite hot fairly quickly so aim for a higher wattage rather than skimping and going for the cheap 25 Watt items.
Another option is to fit an electronic flasher unit which won't care what is attached to it and it'll just flash at the desired rate. These come in various guises so you need to check if the stock one has 2 or 3 wires connected to it.
