Steering stem nut torque ?

Picked up a bling steering stem nut, and am wondering if anyone knows the propper torque setting for it,,,,,,,,much apreciated,,,thanks.

HH Screw for Steering Head: 20x1.5: 12 Nm

HH Clamp Bolts for Steering Stem: M8, 20 Nm

really? there is a torque setting for the main nut??? i thought it was a feel thing to take out play but not overtighten?
