Not that I directly know about the 950SM but I read that the LC8 Adventures have the same limiter for 2nd/3rd gear so it may be all LC8's.

I am not sure if it is limited... but it is a carby setup. That means that any limiting would have to be done by CDI..all you have to do is disconnect the wires, same as the SD and give it a go.
