Do you mean the two Intake Trumpets ?
I would say they should fitted, if they are missing is the air filter been bypassed explaining the "dirty valves"

Yeah the trumpets hold the air filter down so it's gonna suck it upwards and create a gap for dirty air to get in.
If you bought it new you should definitely be kicking their ass about it.
