does it drop to norm or hang at 3000 if you blip it while it hangs--- that should tell a bit
Freestyler, just a guess but joe thinks it has to be throttle bodies, dont know about upper and lower, the auto industry has these types of troubles.

they make a specific cleaner just for intake parts, lemme go and look, yep, it is called STP throttle body & air intake cleaner 12 oz. spray can part #ST-753.

HTH.
Mine does this occasionally (not necessarily 3000 RPM, but the same idea).

I believe it's the stepper motor compensating for what it thinks is a stall situation (and we all know it ain't perfect). Generally it only happens for the 1st 10 minutes of a ride until the engine is hot, but from time to time it does it on a hot restart.

I've thought about stripping and cleaning it but have no idea where it is.

The 'problem' clears quickly so I'm not that bothered.
